A growing controversy over police surveillance technology is spreading across the United States after multiple law enforcement officers were accused of misusing automated license plate reader systems to monitor people for personal reasons.

At the center of the controversy is Flock Safety, a rapidly expanding surveillance technology company whose cameras are now used by thousands of law enforcement agencies and communities across the country.

A Technology Designed to Fight Crime

Flock’s automated license plate reader system works through cameras installed along roads, intersections and other locations.

The cameras automatically capture passing vehicles and license plates. The information can then be stored in a searchable database that allows authorized users to determine when and where a particular vehicle was detected.

For police departments, the technology can be extremely useful.

An officer investigating a stolen vehicle, for example, may be able to determine where the vehicle was recently seen.

Flock says its network now includes more than 120,000 cameras covering more than 6,000 communities, with billions of license plate scans taking place every month.

Critics, however, say the same technology creates an enormous surveillance network capable of revealing where people travel without their knowledge.

In one case examined by The Washington Post, a woman in Georgia discovered that her former boyfriend, who was also a police chief, had repeatedly searched the license plates associated with her and her teenage daughter.

According to records reviewed by the newspaper, the searches occurred hundreds of times.

The woman said she had become increasingly frightened because her former boyfriend appeared to know where she was going, sometimes contacting her shortly after she arrived at different locations.

She eventually discovered that he had been using the police department’s access to Flock’s system to monitor her movements.

The former police chief was later arrested on allegations including stalking, harassment and misuse of a license plate reader.

The case illustrates one of the central concerns surrounding the technology.

A system that can help police find a criminal can also potentially help an abusive officer find a victim.

The Problem Is Bigger Than One Department

The controversy is not limited to a single police department or state.

In Massachusetts, a police officer from the town of Stow is facing possible termination and potential criminal charges after allegedly conducting unauthorized searches using Flock cameras and Massachusetts criminal justice databases.

According to reports, the officer allegedly conducted at least five unauthorized searches, including searches involving someone he personally knew.

The town subsequently cut ties with Flock Safety and removed its automated license plate readers.

The case was also referred to the Middlesex County District Attorney’s Office and the Massachusetts Peace Officer Standards and Training Commission.

The Massachusetts case has added another layer to a nationwide debate over whether police departments are doing enough to monitor how their officers use surveillance databases.

Texas County Votes to Remove More Than 50 Cameras

The backlash is also spreading to local governments.

On August 25, commissioners in Kendall County, Texas, voted unanimously against renewing the county’s contract with Flock Safety.

The decision will effectively end the use of more than 50 automated license plate reader cameras in the area once the current agreement expires.

The vote followed months of debate over privacy, data security and government oversight.

More than 1,500 people reportedly signed a petition opposing the system.

County officials emphasized that their decision was specifically about Flock Safety as a vendor rather than a complete rejection of automated license plate reader technology.

Nevertheless, the vote represents another significant setback for Flock as communities across the country reconsider their relationships with the company.

A Viral Website Is Letting Americans Check Their License Plates

The controversy exploded even further after the creation of a website called “Have I Been Flocked?”

The website allows people to check whether their license plate appears in publicly available Flock search records.

According to Business Insider, the site has compiled more than 242 million recorded searches from Flock audit logs obtained through public-records requests.

The website reportedly experienced a huge surge in traffic, at one point reaching approximately 60,000 users every two hours.

That level of interest suggests that Americans are not simply debating the technology in the abstract.

Many people want to know whether their own movements have been searched by police.

The question is simple:

Has law enforcement been looking up my car?

Flock Safety Says It Is Taking Action

Flock Safety has faced mounting pressure to strengthen safeguards against abuse.
